General Role
Provides strategic oversight and expert advice on procurement activities, ensuring efficiency, transparency, and
alignment with government procurement policies.
Key Responsibilities
• Develop and implement procurement strategies for public sector projects.
• Review and approve procurement plans and documentation.
• Ensure compliance with procurement laws and internal controls.
• Evaluate supplier performance and manage vendor relationships.
• Support capacity building and process improvement initiatives.
Required Experience
• Minimum 17+ years of experience in procurement and supply chain management, including at least 3 years
in a governmental role within the State of Qatar.
• Proven ability to lead strategic sourcing initiatives across multiple categories (e.g., construction, IT, services).
• Experience in developing and implementing procurement policies aligned with government regulations.
• Strong understanding of Qatar’s procurement laws and procedures, including Law No. 24 of 2015.
• Proficiency in using e-procurement systems and ERP platforms such as Oracle and Microsoft Dynamics.
• Demonstrated success in supplier performance evaluation and contract compliance monitoring.
• Experience in conducting market research and cost-benefit analysis to support procurement decisions.
• Ability to manage procurement audits and ensure transparency and accountability in public spending.
• Experience in mentoring procurement teams and leading capacity-building initiatives.
• Bilingual proficiency (Arabic and English) is a must.
