General Role
Leads and advises on tendering processes for government projects, ensuring transparency, competitiveness, and
compliance with national procurement standards.
Key Responsibilities
• Design and manage end-to-end tendering procedures.
• Prepare tender documentation and evaluation criteria.
• Ensure compliance with public procurement laws and guidelines.
• Coordinate with stakeholders to align tender strategies with project goals.
• Support bid evaluation and vendor selection processes.
Required Experience
• 22+ years of experience in Tendering public sector including at least 10 years in a governmental role within
the State of Qatar.
• Demonstrated ability to lead cross-functional teams in the development and execution of complex tendering
strategies.
• Experience in managing tender processes for infrastructure, healthcare, or education sectors within the
public domain.
• Familiarity with Qatar’s procurement platforms such as the Government Procurement Portal (Monaqasat).
• Familiarity with Qatar’s legal framework for public contracts, including Law No. 24 of 2015 (the Regulation
of Tenders and Auctions Law).
• Experience in preparing post-tender evaluation reports and presenting findings to senior officials.
• Strong understanding of ethical procurement and conflict-of-interest mitigation.
• Experience in training government staff on tendering procedures and compliance.
• Experience in contract close-out procedures, including final audits and reconciliation.
• Bilingual proficiency (Arabic and English) is a must.
